On January 21, 2026, testimony was delivered to the Senate Education Committee concerning redistricting maps and Act 73. The speaker addressed two main points: considerations regarding previous testimony from the Agency of Education and the introduction of a concept memo by the Vermont Principals’ Association (VPA). According to the testimony, “First to point out a few considerations related to testimony shared by the Agency of Education and secondly to share a concept memo that the VPA believes is a better path forward to ultimate educational transformation in the state of Vermont.”

The VPA’s concept memo was presented as an alternative approach for transforming education across Vermont. The organization emphasized its belief that this new direction could lead to more effective change than current proposals.
