Vermont lawmakers address education reform and affordability challenges amid federal funding cuts

Vermont lawmakers are focusing on several major issues in the current legislative session, according to an update from State Representative Lisa Hango. Key topics under discussion include education reform, healthcare affordability, public safety, housing shortages, and overall cost of living.

Education is at the forefront as legislators consider how to move forward with Act 73, a law passed last June aimed at transforming the state’s education system. Governor Phil Scott has stated that he will veto any budget, tax, or education bills that do not conform with the requirements set by Act 73 until an agreement is reached.

Healthcare costs are also a concern for Vermonters. Hango noted that previous legislative decisions have limited market choices for insurance coverage, leading to steep rate increases. As a result, some residents are choosing not to purchase insurance and may turn to hospitals for care they might otherwise have received through primary care providers.

Public safety remains another priority. Lawmakers are debating how best to implement programs that help individuals involved in the justice system reintegrate into their communities while keeping streets safe.

Housing development faces challenges due to Vermont’s strict regulatory environment. Hango called for reforms, stating that “we desperately need regulatory reform” in order to build enough housing units for schools, businesses, and healthcare facilities.

Affordability ties these issues together. According to Hango: “All of the aforementioned point to the UNAFFORDABILITY that has become our reality. No one has been hit harder than Vermonters.” She cited factors such as rural isolation and supply chain problems as contributing factors.

Federal budget cuts are affecting state programs as well. With limited revenue growth expected this year, Vermont officials have placed a 3% cap on spending increases across all departments regardless of federal funding levels. Legislators are working in committees to ensure vulnerable populations continue receiving necessary support despite these constraints.

Hango reported that House floor activity is still minimal early in the session while committees focus on developing legislation. The House Government Operations & Military Affairs Committee is currently reviewing several measures including changes related to public records requests (H.567), unclaimed property funds, town charters, amendments affecting professional regulation (H.588), and disaster response planning (H.697).
